
Overview
Tom Watson is a London-based partner specialising in large-scale infrastructure, energy and sporting-venue projects. With more than a decade of experience advising government bodies, sponsors, lenders and contractors, he structures and negotiates project-finance, PPP and PFI transactions across the United Kingdom and Europe. Recommended by Legal 500 UK as a “Next Generation Partner” for Infrastructure, Tom regularly lectures on procurement reform and green finance and serves on the advisory panel of the UK Infrastructure Bank. Before joining Heathfield & Co, he spent twelve months on secondment with HM Treasury’s Infrastructure and Projects Authority.
Experience
- Lead adviser to the UK Department for Transport on the £6.5 billion rolling-stock procurement for High Speed 2, including design of the PPP structure and the competitive-dialogue process.
- Represented a consortium of Macquarie Capital, Balfour Beatty and Vinci in winning the £1.8 billion Manchester Smart Motorways 25-year PPP concession.
- Acted for Barclays and Lloyds as mandated lead arrangers on the £900 million refinancing of phase A of the Dogger Bank offshore wind farm.
- Advised Tottenham Hotspur Football Club on the £1.2 billion project-finance and naming-rights package for its new stadium in North London.
- Counsel to National Grid in its £2 billion joint venture with infrastructure-fund investors to own and operate offshore transmission assets for the Hornsea Two wind project.
- Advised HSBC, KfW IPEX-Bank and Standard Chartered on the €1 billion green-loan facility for the construction of the Neart na Gaoithe offshore wind substation.
